Waste Management Plans

Waste Management Plans

Waste Management Plans are mandatory for resource consent approval in a growing number of regions. They are also required to prove your waste is being sustainably managed for Green Star or Homestar accredited projects.

The Purpose

To move towards a circular, low carbon future we need to design non-recoverable waste out of operations and have plans in place to recover the waste that is generated.

Waste Management Plans (WMPs) are an important tool to help manage waste and recycling materials.

Waste Management Sustainability can provide a WMP for:

  • Operational waste generated from the daily activities of a business or residence (Operational Waste Management Plan).
  • Construction and demolition waste generated during a building project (Site Waste Management Plan)

The Service

Waste Management Sustainability provides two types of WMPs:

  1. Operational Waste Management Plans (OWMPs)

OWMPs are most commonly used for council resource consent applications. To get project approval, it must be shown that waste generated from the daily operations of the facility (once it is up and running) will be managed compliantly, and that accommodation has been made for waste services, including waste bins, bin storage and accessibility.

OWMPs are also used to obtain a point for Green Star projects. For projects submitting an application using Green Star Design & As Built NZ v1.0 and v1.1, one point can be achieved via Credit 8: Operational Waste. Pathway 8A mandates an OWMP to be created. An OWMP for Pathway 8B is not mandatory but the creation of an OWMP is the preferred method of providing the evidence required to obtain the point.

For Green Star projects, Waste Management Sustainability focusses on Pathway 8B, as this focuses on the real-world operational requirements that will lead to sustainable outcomes, namely source separation of materials, adequate services to capture these materials, and accessibility of the waste service provider to collect the materials.

Note: OWMPs are not a requirement for Homestar projects, but Waste Management Sustainability can create an OWMP for your project to assist with the most sustainable services to achieve your desired outcomes.

  1. Site Waste Management Plans (SWMPs)

SWMPs are used for construction projects, with the aim of

  • reducing the amount of construction waste generated
  • maximising building materials recovery.

It’s compulsory to create a SWMP for construction projects in several councils across the country, including New Plymouth, Wellington and Tauranga. Certain projects in Auckland require one too.

As the industry tries to dramatically reduce building and construction waste, SWMPs are likely to become a national requirement.

Green Star

SWMPs are not compulsory for Green Star projects, but it is unlikely a project will meet the requirements without one.

The SWMP, along with the waste data supplied by Waste Management NZ, will be used to obtain up to two points under Green Star Design & As Built NZ v1.1 Credit 22: Construction & Demolition Waste.

Note: Waste Management NZ has been audited and verified to meet the Reporting Criteria for Green Star submissions.

Homestar

For Homestar projects, a SWMP is mandatory to apply for the six points available from Credit EN4 – Construction Waste, although no points are awarded for the SWMP itself.

The Result

Use Waste Management Sustainability’s Operational and Site Waste Management Plan services so your projects and submissions meet the highest sustainability standards in the waste industry.

Waste Management’s team of sustainability experts and construction waste specialists will work in partnership with you, assisting with the proactive management of your waste. We can help guide you towards a successful consent application, or to achieve maximum points for any Green Star or Homestar project.

If you are interested in either of these services, or have an upcoming project that may require an OWMP or a SWMP, please email Waste Management Sustainability sustainability@wastemanagement.co.nz
