Auckland faces a waste infrastructure gap as Redvale Landfill stops landfilling waste in 2028.

WM New Zealand’s proposed Auckland Regional Landfill won’t open until the mid-2030s, leaving a 7 to 8-year period where sustainable waste solutions are urgently needed.

The Challenge

Redvale landfill and Energy Parks take approximately 50% of Auckland's waste. Once Redvale Landfill stops landfilling waste in December 2028 a home will be needed for around 600,000 tonnes of waste per annum, or 4 million tonnes. Although WM New Zealand is actively developing the Auckland Regional Landfill (ARL) as a permanent replacement, a significant timing gap exists. 

The ARL, which is still progressing through the consenting process, isn’t expected to be operational until the mid-2030s. This creates a critical 7-8 year period where Auckland needs reliable, sustainable solutions for managing its residual waste.

Our independent technical experts have identified

four potential solutions to bridge the gap to ARL, those being:

This document outlines Auckland’s impending waste infrastructure challenge. With Redvale Landfill due to stop landfilling waste in 2028 and the proposed replacement ready in the mid-2030s we have a 7-8 year timing gap. It evaluates four potential solutions, with independent analysis recommending rebalancing existing landfills as the most viable option.

WM New Zealand recommends we compliment this with a sustained focus on waste minimisation and recovery. This approach leverages current infrastructure, minimises costs, and ensures continuity while advancing waste minimisation efforts. The document also details a public consultation process, running from 17 March to 11 May 2025, inviting feedback from the community and tangata whenua on the proposed interim waste management solution.
